The Office of the Federal Antimonopoly Service of the Republic of Chuvashia opened an administrative case against the project “Angry Chuvashia” due to advertising of the VPN service in Telegram. This follows from the rule of service solutions, I noticed “Verstka”.
The case was initiated by the regional Ministry of Justice and opened in February. The agency stated that it found information about the sale of VPNs with the text “Our VPN will help overcome the ban” in the project’s Telegram channel.
The FAS found in the advertising posts of VPNs signs of violation of two provisions of the “Advertising” law. The first prohibits advertising tools that provide access to resources blocked in Russia (VPN), and the second prohibits the distribution of advertising to “foreign clients”.
Verstka describes the case against Angry Chuvashia as the first in which an administrative case has been opened against an independent media outlet for advertising a VPN in Telegram.
From September 1, 2025, according to the new version of the “Advertising” law, it is prohibited to advertise VPNs that allow you to bypass Roskomnadzor blocking. Violation of the ban is considered an administrative crime, and provides for the imposition of fines on citizens up to 80 thousand rubles, and on organizations – up to half a million.
After the amendments to the “Advertising” law came into force, the FAS has already initiated cases related to VPN advertising. In particular, Fez I confess Violation of the law through the actions of a Telegram user who posted links to two VPN services in his channel.
In September 2025, the Russian Ministry of Justice declared the “Angry Chuvashia” project a “foreign agent.” In February this year, the project and its founder Semyon Koshkin became laureates of the Alexei Navalny Prize. “From the former telegraph channel of Navalny’s headquarters in Cheboksary, Semyon and his small team were able to create the most influential and most widely read independent media in the Republic of Chuvashia,” said Navalny’s widow, Yulia.
