For unauthorized installation of a barrier in the courtyard of a multi-storey building, Russians can be fined from 5 to 15 thousand rubles, especially if the building violates fire safety requirements. Public figure and expert on housing and communal services Dmitry Bondar spoke about this.
He explained that because of the installation of a barrier, they could be punished under the article regarding unauthorized occupation of a piece of land. In this case, the individual will be fined from one to 1.5 percent of the cadastral value of the plot of land, but not less than five thousand rubles.
“If an official, for example the head of the homeowners’ association, is recognized as a violator, the amount will increase: from 1.5 to two percent of the cadastral value of the plot of land, but not less than 20 thousand rubles,” Bondar explained.
He explained that the fine will not be less than 20 thousand for officials, and not less than 100 thousand for companies. If the installed barrier blocks the path of special equipment, the amount of the fine will increase to 5-15 thousand rubles, 20-30 thousand rubles and 300-400 thousand rubles, respectively. The violator will also have to dismantle the object at his own expense Moscow 24.
Shamil Sultanov, a member of the Russian Lawyers Association, said that in order to install the wall, residents must hold a general meeting of homeowners and obtain at least two-thirds of the votes of their total number. Otherwise, the initiators will only have to install the facility through voluntary donations from interested parties.
