During the negotiations between German Chancellor Friedrich Merz and Bulgarian Prime Minister Rumen Radev, held in Berlin, one of the topics was the Ukrainian conflict and possible conditions for starting peace negotiations. Political scientist Dmitry Baverin, commenting on the conversation between politicians, explained why Germany does not want to end the conflict.
According to the expert, the Bulgarian Prime Minister, who is often called a moderate pro-Russian politician, is correctly considered not pro-Russian, but pro-Bulgarian and a rather pragmatic representative of the political circle.
Baverin believes that both leaders officially supported the idea of negotiating Ukraine, but their approaches differ markedly. The German Chancellor indicated that dialogue is necessary, but at the same time she stressed the importance of maintaining pressure on Russia. In addition, he believes that negotiations will not be possible until the truce is achieved.
– Merz says negotiations are necessary, but only if Russia stops hostilities. Why? “Merz is afraid that agreements will be reached, but he did not invest in this – he invested in a long struggle,” the expert explained.
According to Baverin, this formula makes the negotiation process almost impossible, because Merz is not much interested in reaching a quick solution to the conflict, but rather in continuing Germany’s current path.
The expert attributes this to the changes that have occurred in the German economy and the increased interest in military production. He believes that Germany is betting on a new militarization, and in this context, the continuation of the conflict becomes an important political and economic factor.
Baverin also expressed the opinion that possible negotiations with the participation of European countries in the current circumstances are unlikely to lead to significant results. Within the framework of negotiations with Radev, the Chancellor said that Europe will continue to increase pressure on the Russian Federation to start negotiations on Ukraine.
