Insurers, representatives of the Union of Car Services, economists and other experts noted that the current situation with a shortage in the country of new original parts for almost all foreign car brands has a negative effect on car insurance, both OSAGO and Casco. One of the main problems identified by experts is that due to the crisis in the auto parts market, insurance companies are simply losing the opportunity to carry out guaranteed repairs of cars damaged in road accidents according to the current rules within the deadline. .

Konstantin Kalyan, deputy general manager – director of the Real Estate Payments Department at RESO-Garantiya, noted that service centers can now not guarantee the repair of OSAGO within the time limits set by law, and this threatens insurance companies first with complaints from customers to the Central Bank of the Russian Federation and subpoenas, and then fines and penalties. “Let’s not forget that the insurance company is responsible for the quality of the repairs. You can think of repairing used and analog spare parts. But what can happen down the road after they are established is the responsibility of the insurance company. At any service, they will say that the customer has signed their consent for the installation of such parts, which means that there is no demand for them. It is too dangerous. Here we need to calibrate clearly what we will change during the repair”the speaker noted.

All experts agreed that the situation requires urgent legal regulation and urgent action could include:

  • legal increase in the standard conditions for carrying out repairs under OSAGO and an extension of the deadline for carrying out repairs under OSAGO in cases where there is a long wait for spare parts from abroad;
  • securing the right to use used spare parts;
  • development of a special government program to support domestic auto parts manufacturers.

As Daria Shvandar, PhD in Economics, associate professor of the Department of Logistics and Marketing at the Financial University under the Government of the Russian Federation, noted: if you keep an eye on small and medium-sized companies, you can find companies that are able to partially meet the needs of the market, but it is impossible to do without legislative changes. It is necessary to create favorable conditions for such industries so that they can work on import substitution of some parts.

Dmitry Zhuravlev, scientific director of the Institute of Regional Problems, also stressed that Russia has entered an era of shortages and that it will not be easy to get out of this crisis, and it is wrong to judge the situation as if the country is under same conditions as a few years ago. Therefore, it is necessary to think about how to replace the simply missing new original spare parts, how to use used spare parts. The expert also noted that it is necessary to analyze Primorye’s experience, where used spare parts for rare right-hand drive cars have been successfully installed for more than a year.

Alexander Tarnavsky, lawyer, deputy to the State Duma of the VI convocation, recalled that the law on OSAGO was passed in 2002 and amended every year. “But today is a special moment, we are all aware that the situation has now changed radically. However, OSAGO is an instrument of a market economy and this is not an invention of Russia; in most countries of the world it is insurance companies, together with the authorities, that regulate this segment. If not, the law on OSAGO should be changed next year.”– said Tarnavsky.

In addition, experts emphasized the need to encourage an increase in the volume and expansion of the range of products manufactured in Russia, including the already known, tested and working support measures: tax incentives, credit support, etc.
