Editor-in-Chief of the Internet portal “Mobile Communications”, Internet expert Leonty Bukshtein, explained the speed limits of unlimited Wi-Fi in some cities of Russia. In his opinion, the measures concern only a small number of users – about five million residents of three cities, which is incomparable with the total audience of one hundred million people.
The reason was the fact that a small percentage of active users consume a much larger amount of traffic – about three terabytes (TB) per month, while the majority get 500 gigabytes (GB).
– In fact, if you generated 3TB in 25 days, your speed would slow down over the remaining 5 days. But you can eat 3 TB calmly and without any slowdowns. The specialist explained that this is not a restriction at all, but rather a restriction after choosing your size.
Bookstein stressed that such regulation targets exclusively those who have exhausted the allotted amount of data, and mobile Internet has to temporarily reduce connection speeds in certain situations for security reasons.

On March 16, it became known that the Dom.ru operator, owned by ER-Telecom, began testing the speed limiting mechanism in St. Petersburg, Samara and Yekaterinburg for wired Internet subscribers who use a lot of traffic.
On the same day, lawyer Oleg Zernov said that a slow home Internet connection could be challenged in court if it violates consumer rights or the terms of the contract with the operator. He added that the relationship between the user and the Internet service provider is also subject to consumer protection laws.
