From January 1, sick leave payments in Ukraine will be made by the pension fund

From 1 January 2023, all powers for benefits from the Social Insurance Fund will transfer to the Pension Fund.

According to Ukrinform, this is reported by Ministry of Social Policy citing the Minister of Social Policy of Ukraine Oksana Zholnovich.

“The Social Insurance Fund today pays for sick leave, and also offers a one-off compensation and a systematic monthly compensation to a person for loss of health at work. From 1 January 2023, all powers established by law with regard to social benefits are the task of the Pension Fund. At present, the digitization of the whole sphere of social services continues, a Unified Information System for the Social Sphere has been created, which means that we do not have to do much manually. Sick leave will be the first benefit after pensions are digitized,” Zholnovich emphasized.

She also noted that the statement about the ‘deficit’ of the Pension Fund and at the same time the ‘surplus’ of the Social Insurance Fund is incorrect.

“All social insurance funds are filled with one social contribution, which is 22% of our salaries. The division of these percentages between funds took place annually in an artificial regime by the Cabinet of Ministers, the percentages for distribution were determined approximately. It was a conscious choice to make the two funds deficit free, ie to cover all their needs in full. And one fund, the pension fund, was actually artificially made scarce because it was easier to add government money to it. Therefore, if we were to divide ERUs equally among all funds, it is clear that each of these funds would also be missing money, elementary in the system. That’s why we’ve added sovereign wealth funds to every system, especially last year, the penultimate year. And this year we will also have to add state resources to the Social Insurance Fund to pay off the existing sick leave debt,” Zholnovich said.

As reported, the Verkhovna Rada has adopted a new version of the State Compulsory Social Insurance Act, which provides for the accession of the social insurance fund to the pension fund.

As Ukrinform reported, a new bill has been registered in the Verkhovna Rada, which changes the rules for accrual and payment of sick leave and also strengthens the control of these payments.
