The Dom.ru operator, owned by ER-Telecom, began testing the speed limiting mechanism in St. Petersburg, Samara and Yekaterinburg for wired Internet subscribers who use a lot of traffic. On the same day, lawyer Oleg Zernov said that a slow home Internet connection could be challenged in court if it violates consumer rights or the terms of the contract with the operator.
