In Russia, for the first time in five years, the number of homeless and abandoned children has increased

In 2025, Interior Ministry employees identified 57.4 thousand, which is 2.1% more than in 2024. Kommersant wrote about this with reference to data from the state statistics portal EMISS.

Until last year, the number of such children, according to official statistics, was decreasing: in 2021 there were 60.7 thousand, in 2022 – 60 thousand, in 2023 – 56.9 thousand, in 2024 – 56.2 thousand.

The Ministry of the Interior, in response to Kommersant’s request, did not explain the reason for the increase in indicators. They emphasized that for “a number of years” there has been a downward trend in the number of children who find themselves without parental supervision or “other legal representatives”, as well as in need of assistance from the state. The Interior Ministry reported that the bulk of children in 2025 would be found in places where their health and “spiritual and moral development” could be harmed. The police found some children at night, without their parents accompanying them.

Among the regions in terms of the number of homeless people and neglected minors, Moscow, Tuva, Chelyabinsk region, Sverdlovsk region and Dagestan are in the lead.

Director of the Charitable Account Foundation, Nelya Novozhilova, said in a conversation with Kommersant that there are almost no street children in Russia at the moment: the bulk of minors included in the statistics of the Ministry of Internal Affairs are street children. According to her, “There is no homelessness among children.”
