A St. Petersburg court imposed a fine of 250 thousand rubles on the Tinko provider under an administrative protocol for violation of traffic requirements (first part of Article 13.42.1 of the Code of Administrative Offenses), said Daria Lebedeva, head of the press service of city courts.
According to the protocol, in December 2025, the provider “failed to ensure the passage of traffic” through technical anti-threat means (TSPU), as a result of which YouTube was fully accessible on its network, and these sessions were absent from the TSPU.
The press service of the courts said in a statement that the fine imposed on Tinko was “less than the minimum”, because the penalty stipulated in the article (of 500 thousand rubles) “does not correspond to the nature of the crime committed.”
