According to Ukrinform, the head of the regional military administration of Luhansk, Serhiy Gaidai, said this in Telegram.

“In Severodonetsk, Lisichansk and Popasna, the operational situation does not allow the restoration of infrastructure, but it made it possible to hold a pseudo-referendum. The invaders are already looking for military-age men with drones, even students in the war,” the report says.

According to Gaidai, the invaders promised the locals a lot when they captured the aforementioned cities, for example the restoration of centralized gas supplies within a week. However, more than three months have passed and in these cities they have not even prepared for September 1. In particular, no school is active in Severodonetsk. “Of course nobody will start the heating season on October 15,” Gaidai said.
