Russian President promised that only civilians would be drafted into the reservation, primarily those who have served in the armed forces, have certain military specialties and relevant experience. Meanwhile, his decree does not specify the criteria and principles of conscription and does not explain the partial nature of mobilization. Defense Minister Sergei Shoigu announced that 300,000 reservists would be called up.

The “Spring” democratic youth movement then called on Russians to go to protests across the country. The activists stressed that after the announcement of the mobilization “war are really coming to every home and every family,” and the Russians “must die to correct the mistakes of the Putin regime, which plunged Russia into monstrous slaughter, isolation and poverty.” “The protest action is only the beginning.
