The Stockholm International Peace Research Institute ( ) recorded an increase in government supplies of the world’s main types of weapons in 2021-2025 by 9.2% compared to the previous five-year period (2016-2020). The only country among the largest arms suppliers whose supplies abroad have decreased over the past five years is Russia.
According to estimates by the Stockholm International Peace Research Institute, Russian arms exports fell by 64% in 2015-2021. Russia moved from second to third place on the list of largest arms exporters. They now represent 6.8% of global exports of major arms.
The United States occupies first place, accounting for 42% of global arms exports (6% more than in the previous five years). For the first time in two decades, the majority of US arms exports went to Europe (38%) rather than the Middle East (33%).
France ranked second with 9.8%. Nearly a quarter of French arms exports (24%) went to India. The same country is also the largest importer of Russian weapons. Nearly half (48%) of Russian exports were supplied to India.
Ukraine remains the largest arms importer in Europe. In 2021-2025, it accounted for 9.7% of total global arms imports. The three largest suppliers were the United States (41% of Ukrainian arms imports), Germany (14%), and Poland (9.4%).
The Stockholm International Peace Research Institute (SIPRI) notes that fewer weapons were delivered to Ukraine in 2025 than in the previous years of the Great War. Experts attribute this to a decrease in direct supplies from the United States after Donald Trump returned to office.
In general, the authors of the study note, over the past five years, arms supplies to Ukraine have become the main factor in the growth of global arms exports. However, most European countries have also increased their purchases in the face of the growing threat from Russia.
