The Moscow Arbitration Court partially satisfied Rusnano’s claim to recover damages from the company’s former president, Anatoly Chubais, and several other top managers.
The lawsuit was filed on March 31, 2025, and concerns the losses incurred by Rosnano during the implementation of the Plastic Logic project, a flexible tablet for school children. RBC notes that this tablet was supposed to be an alternative to heavy textbooks, and for its production it was planned to build a factory in Zelenograd. As a result, the plant was not built, the products did not enter the market, and a significant part of investments was directed to foreign structures.
Rusnano wanted to hold those who made financing decisions accountable, and in her lawsuit, she sought the recovery of 3.89 billion rubles and $20.45 million from Chubais and seven other defendants. The hearings were held behind closed doors.
In April 2025, the court confiscated, as a temporary claim measure, the accounts and property of all eight defendants in the amount of 5.6 billion rubles.
“The truth is on our side. We will keep fighting!” – Chubais’s lawyer Pavel Khlostov told RBC.
In December 2025, Rusnano filed another lawsuit against Chubais and other former top managers to recover 11.9 billion rubles in damages for the Crocus project. The lawsuit stated that investments allocated to the project were used to create and finance project companies “on terms unfavorable to Rosnano” and inconsistent with “the objectives of Rosnano’s activities.”
Anatoly Chubais headed Rusnano for 12 years, since 2008. He resigned in December 2020 and left Russia in March 2022. After Chubais’s departure, Vladimir Putin called him “a kind of Moshe Israelevich” and said that “a huge financial hole was discovered in the structure of nanotechnology, which he headed for many years.”
