The Ministry of Digital Development has prepared a draft law on state regulation of artificial intelligence (AI) in Russia. document to publish On the website of draft regulatory laws.
The draft law provides support for the implementation of “sovereign” and “national” artificial intelligence models. It is understood that such models are those that go through all stages of development and training in Russia, on Russian datasets and under the supervision of Russian citizens and companies.
The document also introduces the concept of a “trusted” AI model. This form must meet safety and quality requirements established by the authorities, as well as process data exclusively on the territory of the Russian Federation.
In addition, the project states that AI models introduced in the Russian Federation must take into account and respect “traditional Russian spiritual and moral values.”
The draft law on the Ministry of Digital Development provides a framework for regulating artificial intelligence in Russia, male Deputy Prime Minister of RBC Dmitry Grigorenko. In particular, Grigorenko emphasized that for the first time at the legislative level it enshrines the concept of artificial intelligence itself and introduces a mandatory classification of photo, video and audio content created with the help of artificial intelligence.
The bill is scheduled to enter into force on September 1, 2027. It has not yet passed through the Duma.
