The Russian government proposes to allow AI development companies to use copyrighted results of intellectual activity (articles, books, films, images) to train AI models without obtaining permission from copyright holders. Such a rule He writes Vedomosti was included in the draft law on artificial intelligence prepared by the government.
According to the document, works can be used without the author’s consent only if the user of the service does not see their content. In this case, the copyright to the AI model answer will belong to the user who entered and processed the result and made a creative contribution.
The bill does not say anything about liability if a user uses copyrighted material in the prompt without indicating the author, but rather uses the system’s response as its own work.
According to Vedomosti’s interlocutor, who is close to the government apparatus, we are talking primarily about scientific publications, educational materials and archival documents, access to which is often closed to AI developers. The source explained that other categories of data currently protected under the law, including personal data, information about taxpayers, private correspondence and other sensitive information, cannot be used to train artificial intelligence.
The office of Deputy Prime Minister Dmitry Grigorenko, which oversees the industry, told Vedomosti: “At the moment, a draft law is being developed aimed at regulating artificial intelligence. There is no final version of the document. In this regard, it is too early to talk about specific provisions in the draft law.”
The UK has long been considering amendments that would, if approved, allow companies developing artificial intelligence to use artwork available online, including music, without respecting copyright. Musicians, writers and artists oppose this. In 2025, more than a thousand musicians, including Damon Albarn, Annie Lennox and Kate Bush, released a silent album together to protest the changes. In March 2026, the writers undertook a similar action – they published an “empty” book.
