On September 21, 2022, Russian President Vladimir Putin addressed the Russians. The head of state spoke about the referendum in the LPR, DPR, Zaporozhye and Kherson regions. He also announced a partial mobilization in the country.

The most important part of Putin’s speech to the Russians:

– Partial mobilization will be announced in Russia from today. decision signed

– Only the civilians who are in the reserve and especially those who have served in the armed forces, have certain military specialties and relevant experience, will be called up for military service.

– We have no moral right to have people close to us torn by the executioner, we can’t help but respond to their desire to determine their own future.

– The aim of the West is to weaken, divide and destroy our country. They directly say that in 1991 they were able to split the USSR, and now the time has come for the Russian Federation itself to split into many belligerent regions.

– The West gave Kiev a direct instruction to disrupt all agreements reached with Russia during the negotiations

– I have already instructed the government, the Ministry of Defense in full and in the shortest possible time to determine the legal status of volunteers and fighters of the LPR and DPR. It should be the same as that of the regular army, including medical care, social guarantees.
