Reports of a sharp increase in the number of Russians entering the country were promptly responded to by the Committee of the Migration Service of the Kazakh Ministry of Internal Affairs. Commenting on the possible increase in the arrival of Russian citizens to Kazakhstan, Acting Committee Chairman Aslan Atalykov noted that according to statistics, about 4.3 million foreigners entered Kazakhstan and 4.1 million left Kazakhstan this year. he, – 1,660,000 people entered and 1,640,000 Their temporary stay is taken into account with full information about each of them, passport details and dates of entry to check the stay.

Atalykov recalled that the permitted visa-free stay in Kazakhstan for Russians, as well as for other citizens of the states of the Eurasian Economic Union, ends after 90 calendar days from the date of crossing the state border. The registration of migrants is performed by internal affairs agencies based on information from hosts, as well as National Security Commission (KNB) data from state border checkpoints into a single database for registering the entry and exit of foreigners. In addition, the commission assured that there is an effective system of migration control in the republic for compliance by foreigners with the established rules of residence.

“During the audit, 45.7 thousand violators of migration law were brought under administrative responsibility, of which 4.2 thousand were immediately forcibly expelled from Kazakhstan. At the same time, 3,200 Russians were held responsible for violating migration laws, which is only 0.2% of the number of Russian citizens who entered the country. This shows their certain discipline in Kazakhstan in respecting the conditions of residence,” explained the head of the migration service, adding that “otherwise the forced expulsion from Kazakhstan provides for an additional sanction in the form of a ban on returning to us country for a period of 5 years.”

Kazakh Foreign Ministry urged not to believe rumors

The lack of cause for concern was confirmed by the border agency of the National Security Commission (KNB) of Kazakhstan.

“The existing 30 car checkpoints are working normally. Security has been ensured at the border crossings of the two countries and interaction with the Russian side has been organised. The situation is under special control,” the ministry said, stressing that the Kazakhstan Border Service is guided in its activities by international treaties and the standards of the republic’s internal law.

The Ministry of Foreign Affairs of Kazakhstan also reacted to the ‘hot news’ spread on social networks.

“Kazakh-Russian cooperation has always been characterized by a high level of trust and constructive approaches. In the current situation, the state organs of the Republic of Kazakhstan are guided by the country’s current legislation and international treaties,” the Ministry of Foreign Affairs said.

The ministry added that it is important to remember that any harsh statement or action could have an undesirable effect in a difficult environment, and urged to rely on official information from government agencies, which “will help avoid unnecessary speculation”.

Recall that, according to the chairman of the upper house of the parliament of the Republic of Kazakhstan, Maulen Ashimbaev, the authorities do not intend to impose restrictions on the access of Russian citizens to the country.

Meanwhile, the press secretary of the President of Russia, Dmitry Peskov, said the day before that the information about the hype at airports and border crossings is very exaggerated. The Treasury Department of Georgia’s Treasury Department also stated that there has been no significant difference and growth between the number of people entering and exiting the Georgia state line in the past 10 days. The department claims that the Kazbegi customs checkpoint on the Georgian side of the Russian-Georgian land border operates continuously 24 hours a day and urges the media not to spread false and unverified information. A similar statement was made in Belarus: there is no excitement at the Russian-Belarusian border.

“The main principle of the EAEU is freedom of movement”

Well-known Kazakh public figure, Doctor of Laws Marat Bashimov, commented on the current situation at the border and also explained the rules for the entry of Russians into the territory of Kazakhstan.

“According to our law and under international treaties, citizens of the Russian Federation are allowed to stay in our country for 90 days, after which they have to leave. Citizens of the EAEU (Russia, Kyrgyzstan, Belarus, Armenia) work in the territory of the Republic of Kazakhstan without obtaining a permit based on an employment contract,” Bashimov wrote on his social media page.

According to him, Russian citizens can stay in the republic for 120 days, that is, they have the right to come without registration for 30 days and another 90 days after registration with the migration authorities.

“The main principle of the EAEU is the free movement of goods, capital, services and labour. The same rules apply in the European Union. Residents of Russia, Belarus and other EAEU countries can only work here on the basis of an employment contract and do not need permission to do so. That’s why it’s so easy to move things from Russia to us, they just need to register with the AIFC,” explained Bashimov, adding that a temporary residence permit is also issued in accordance with the law according to six established documents, among which there are permits, confirmation of documents from government agencies.The list of documents may include, in addition to the passport, a certificate of employment, insurance and bank details.

In any case, it is clear that the best response to those interested in “blowing up” the situation at border crossings will be rapid cooperation and well-coordinated work of the relevant departments of our countries.
