President of Ukraine Volodymyr Zelensky called on the UN to establish a special tribunal in the event of the Russian attack on Ukraine. “A crime has been committed against Ukraine, and we demand a fair punishment,” Zelensky said, speaking via video link on UN General Assembly on the night of Thursday, September 22. In addition, according to him, there should be a compensation fund for Ukraine, which Russia should take care of.

The Ukrainian president also proposed to remove the veto from Russia UN Security Council. Such measures would send a “signal” to future potential aggressors, who should understand that they “can be held accountable to the whole world” for unleashing wars, Volodymyr Zelenskyy said.

He urged the international community to continue arms supplies to Ukraine.

“Formula of Peace” for Ukraine

In his speech, Zelensky proposed a “peace formula” consisting of five points, the implementation of which would help end the war in Ukraine. The first point is the punishment of the aggressor country for violating borders, including through sanctions and the termination of trade relations with the country. The second point is the right of every state to protect the lives of its citizens. The third point is the restoration of security, including food and nuclear safety, and territorial integrity. Fourth point – security guarantees. The fifth point of the “peace formula” is the determination to defend and the determination to help. “What’s not in our formula is neutrality,” Ukraine’s president stressed, explaining that neutrality is indifference.

Volodymyr Zelensky was the only head of state to have the opportunity to address the UN General Assembly participants in video format. At the end of his speech, those in the conference room gave a standing ovation to the President of Ukraine.

PACE resolution on the Special Tribunal for Russia

In April, the participants of the Spring Assembly of the Parliamentary Assembly of the Council of Europe (PACE) unanimously adopted a resolution according to which a special tribunal is needed for the trial against the leadership of the Russian Federation. Anyone involved in crimes against humanity committed during the war in Ukraine, and in the possible genocide of Ukrainians, will be held accountable in accordance with international law, and the very same fate should befall the leadership of the Russian Federation for committing crimes against peace, the document says.
