The Ministry of Digital Development proposed creating a platform for electronic correspondence between citizens, companies and the state, communication with which will become mandatory and paid for legal entities, individual entrepreneurs and self-employed people, Vedomosti wrote.
According to the newspaper, such a proposal is included in the draft postal industry reform law, which the ministry sent to the government on March 25.
Vedomosti explains that Russian Post now has a “Registered Electronic Letters” service – it has the same legal force as paper letters with acknowledgment of receipt. With its help, the company can send claims, notices, invoices and other official documents to counterparties or government agencies.
The Ministry of Digital Development proposes to provide a government platform and a digital mailbox – a special address within this system, which will be created in a personal account on state services. Self-employed people will be required to create a digital mailbox.
The government-appointed Federal Postal Service Organization, as proposed by the Ministry of Digital Development, will be responsible for setting up and operating the platform.
The bill sets a monthly fee for using the digital mailbox and at the same time talks about charging the sender for certain categories of messages of legal importance through the system. However, it is still unclear how exactly the payment will be arranged, Vedomosti points out.
A representative of the Ministry of Digital Development declined to comment.
