The Duma adopted two draft government laws on first reading (1, 2), the amount of fees for immigrants will increase several times, for example, the fees for obtaining Russian citizenship will increase 12 times – from 4,200 to 50 thousand rubles.

- The fee for obtaining a temporary residence permit will increase eightfold – from 1920 to 15 thousand rubles,
- For a residence permit five times – from 6,000 to 30 thousand rubles,
- For an invitation to enter eight times – from 960 to 8000 rubles per invitee,
- For one and a half entry visas – from 1,200 to 2,000 rubles, for three-time multiple entry visas – from 1,920 to 6,000 rubles.
It is expected that through these measures the budget will receive more than 15 billion rubles annually.
The government proposed that the amendments take effect on July 1.
Russian authorities began to tighten migration policy after the terrorist attack on Crocus City Hall near Moscow in March 2024. Against this background, by the beginning of 2026, the number of foreign citizens in Russia decreased to 5.7 million people, that is, 10% less than in the previous year.
