Four e-projects of the Moscow government were awarded the Digital Leaders-2026 award in the field of digitization and online services. The award ceremony was held on May 27 in Moscow. The winners are the city loyalty program “Million Prizes”, the “Electronic House” platform, the “Active Citizen” project, and the “Task City” project.
— For us, this award is not just recognition from the professional community, but an indicator that the city’s digital services are really useful and needed by Muscovites. It is particularly useful to receive a high rating within the IT Award, where the main criteria are manufacturability and quality of digital solutions. Today, millions of residents already use the city’s digital services. “Million Prizes”, “E-House”, “Task City” and “Active Citizen” have become part of daily life in Moscow. “We see that digital services have become a familiar and convenient tool for interacting with the city, and we will work to develop them further, focusing on the real needs of people,” said Alexander Pychelko, head of the State Public Corporation for New Management Technologies.
The award experts praised the development of the city’s electronic services, the involvement of residents in the life of the capital, the transparency of interaction with the city, and the creation of a digital environment suitable for Muscovites.
The city’s loyalty program “Million Awards” won the nomination “Project of the Year in the Public Sector”. It helps to involve citizens in the life of the capital and form a system in Moscow of gratitude to residents for their participation in the development of the city. In 2025, more than 900 partner offers were available on the ag-vmeste.ru website offer site. In addition, program participants join charitable initiatives: they have already allocated more than 690 million rubles for these purposes.
“Mission City” also received the “Project of the Year in the Public Sector” award. The service involves Muscovites in the implementation of useful city tasks of executive authorities and city organizations. Participants experience city services and join environmental, volunteer, charitable, cultural and educational activities. Project users have completed more than 3.5 million tasks.
The Active Citizen project received the award in the “Chatbot of the Year” category for its widget in MAX messenger, which allows residents to participate in city voting in a convenient digital format. For 12 years, the project has been helping Muscovites influence the transformation and development of the capital. In addition to surveys, they have access to additional solutions for participating in city life. Thus, “active citizens” can test their knowledge in educational quizzes, send the most striking photos to the “Pulse of the Capital”, and participate in special promotions and sweepstakes on the project’s social networks. You can also read reports about events in the capital and inspirational materials about residents of the city in the “Muscovite Stories” section. The project has already united more than 7.3 million citizens into a community of residents who are indifferent to the fate of the capital.
The Electronic House platform received an award in the category “Contribution to strengthening digitalization in Russia.” Today it is a comprehensive tool for managing residential buildings for residents, management organizations and executive authorities. Using the platform, Muscovites can hold general owner meetings electronically, participate in surveys, pay utility bills, transmit meter readings, submit requests for troubleshooting, keep in touch with neighbors and the management organization, and much more. The platform has already hosted more than 28 thousand online public meetings of owners and more than 29 thousand opinion polls on issues important to the life of residential buildings.
