From outside Russia, you can still access the Gosuslugi website with a VPN enabled. A similar situation was previously observed, when users from abroad using a VPN were able to access sites that restrict access to Russian users who have unblocking tools enabled.

At the end of March, the Ministry of Digital Development required large platforms to restrict the ability to use their VPN services. The agency threatened that in the event of refusal, the services may be excluded from the “white lists.” In early April, Izvestia wrote that the largest markets began blocking access to users with VPNs. In mid-April, users in Russia stopped opening other services with VPN enabled, including Yandex, VK, banking applications and others.
