The Russian Ministry of Education has approved the “Concept of Historical Education in Educational Organizations,” the ministry’s press service reported.
According to Minister Sergei Kravtsov, the document stipulates the improvement of a unified system of historical education, which should combine “classes in schools, extracurricular activities, additional education, work of museums, libraries, historical parks, public organizations, volunteer movements and digital educational resources.”
The concept implementation plan is designed for five years.
The draft concept itself, which was approved by the Council of the Ministry of Education on April 15, 2026, published On the Unified Content for General Education website. It states that historical education “is based on the principle of ‘Russocentrism’, whereby Russia is presented as ‘a state civilization with a unique historical experience, a contributor to world culture and one of the leaders of world progress’.”
The concept indicates that it is necessary to educate teenagers about the memory of the victims of the genocide of the Soviet people by the Nazis and about the heroes of the Fatherland, including participants in a special military operation.
One of the directions of implementation of the concept in schools will be “to use the experience of participants and veterans of a special military operation when conducting historical educational events.” They plan to involve war participants in organizing extracurricular activities.
The expected outcomes of the concept include strengthening the cohesion of Russian society, preserving “traditional Russian spiritual, moral, cultural and historical values,” as well as creating a “nationally-minded” generation.
It was developed by presidential decrees No. 809 Upon approval of the foundations of the state policy of preserving and strengthening traditional Russian spiritual and moral values in 2022 And 314 “On approval of the fundamentals of state policy of the Russian Federation in the field of historical education” 2024
