Boris Dubrovsky was the governor of the Chelyabinsk region from 2014 to 2019. He ran for the United Russia party and won 86%. Before that, Dubrovsky served as general director of the Magnitogorsk Iron and Steel Company for three years. Dubrovsky resigned from the governorship of his own free will and went to Switzerland.

In October 2019, a case was opened against Dubrovsky on charges of abuse of power. According to investigators, in 2016-2018, the governor helped Uguralmost win 15 contracts for road construction and reconstruction. The damage in this case was estimated at more than 20 billion rubles. In the summer of 2025, Dubrovsky was put on Russia’s most wanted list.

Dubrovsky’s predecessor as governor was Mikhail Yuryevich. After his resignation, a criminal case was also opened against him for bribery. According to investigators, Yuryevich received a bribe of more than 3.2 billion rubles from representatives of road industry enterprises, as well as another 26 million rubles from Vitaly Teslenko, who at the time was Minister of Health of the Chelyabinsk region. Yuryevich was arrested in absentia and left Russia.
