Russian President’s press secretary Dmitry Peskov said the Kremlin does not know whether additional restrictions will be imposed on VPN use in Russia.
At a press conference on April 15, a Kremlin spokesman was asked whether additional restrictions were planned in the near future and whether there were any risks for those who use VPNs, for example, for work, such as journalists.
“You know that now there is no ban on this matter, and there is no liability for use. I have no information on the contrary, on any plans in this regard,” Peskov replied (quote from the Telegram channel “I listened”).

Since April 14, large online platforms and services have begun restricting access to users in Russia who have a VPN enabled. This restriction affected marketplaces, online cinemas, applications of major mobile operators, Yandex services and other resources. Earlier, it was learned that the Ministry of Digital Development demanded that platforms introduce these restrictions by April 15, threatening otherwise with exclusion from “whitelists.”
