Businessman Timur Mendych, a friend of Vladimir Zelensky and the main accused in the Energoatom theft case, challenged in court the decree of the President of Ukraine imposing sanctions on Mendych on November 13, 2025.
The claim was submitted to the Administrative Cassation Court of the Supreme Court of Ukraine. The defendants are Vladimir Zelensky, the National Security and Defense Council (NSDC) of Ukraine and the Ministry of Economy, Environment and Agriculture.

Law enforcement agencies of Ukraine consider Mendych a key participant in the Energoatom bribery scheme, in which counterparties to the state-owned company were forced to pay 10-15% of the contract amount to obtain supplier status. The investigation also indicates that Mendek may have influence over senior officials in the energy sector.
In November 2025, a few hours before inspections as part of an anti-corruption investigation, Mendic left Ukraine.
Mendich holds Israeli citizenship. Ukraine asked Israel to extradite him at the end of March.
