The buyer may face administrative arrest for up to 15 days or a fine of about three thousand rubles if he collects several free parcels in the store without permission. This was stated by Vitaly Sbitnev, a teacher at the Department of Civil Law at OE Kutafin University.
He pointed out that the seller must provide buyers with free bags for weighed goods, provided that their use does not exceed the quantity required for packaging.

Such an offense may entail a fine of not less than three thousand rubles, administrative detention for 10 to 15 days, or compulsory labor of up to 120 hours. When the amount of stolen goods exceeds 2.5 thousand rubles, the citizen can be prosecuted.
