Speaker of the lower house of parliament Vyacheslav Volodin announced that the State Duma intends to expand the list of reasons for expelling migrants from Russia.
The corresponding bill, Volodin wrote in his Telegram channel on July 6, is scheduled to be considered in the next few days.
The document assumes, in particular, that migrants will be deported for “disobeying a legal order or the requirements of a military soldier regarding the performance of his duties in protecting the state borders of the Russian Federation.”
Volodin said they would also add to the list of reasons for deportation “discrimination – violation of the rights, freedoms and legitimate interests of a person depending on his gender, race, skin color, nationality, language, age or attitude to religion.”
The State Duma speaker said the amendments would help “increase public safety and restore order in the field of immigration.”
In March 2026, it became known that the Ministry of the Interior had drawn up a draft law providing for the expulsion of foreigners from the country for 20 types of crimes. The Interior Ministry proposed expelling migrants from Russia, among other things, for violating the requirements of the emergency regime, engaging in “undesirable” organized activities, participating in unauthorized rallies, forced strikes, and minor riots in disobedience to the police.
Russian authorities began to tighten immigration policy after the terrorist attack on Krokos City Hall near Moscow in March 2024. A register of controlled persons appeared, which could be entered by mistake, and a mandatory test of knowledge of the Russian language for admission of foreign children to school.
The Russian authorities have also restricted foreigners from obtaining a residence permit in a simplified manner – spouses of Russian citizens, as well as children of foreigners who have reached the age of 18, are proposed to be expelled if they do not obtain their work patent.
