The document sets out a list of administrative codes according to which it will be possible to prosecute Russians who have left (as well as for failure to pay an administrative fine under these articles on time, if it has already been imposed).

In addition, the law recasts Article 27.20 of the Administrative Code, which relates to the seizure of property of legal entities. Now this measure will be expanded to include individuals who committed crimes under the above-mentioned articles outside Russia.

In the explanatory memorandum to the draft law, it was proposed to use seizure of property to prevent evasion of responsibility – that is, at the stage of administrative proceedings.

Commenting on the draft law, State Duma Speaker Vyacheslav Volodin said: “Those who fled abroad and from there, with the money of Western sponsors, preach terrorism and extremism, justify Nazism, and insult our soldiers and officers, must understand that they will have to answer for what they did. Both in criminal offenses and in administrative offenses.”
