The Duma adopted in the second and third readings a law providing for the possibility of seizing the property of Russian citizens located abroad who have committed administrative crimes against the interests of the country. This procedure also applies to funds in bank accounts.
The initiative was submitted to Parliament in October 2024. For the second reading, the list of violations was clarified. They included defamation of the Armed Forces of the Russian Federation, calls for sanctions against Russia, propaganda of Nazi symbols, distribution of extremist materials, as well as non-payment of fines under these articles.
According to the document, the value of the confiscated property will not be limited to the amount of the fine imposed. The law also stipulates the appointment of a defender if the citizen is abroad and cannot be notified.
If the case is dismissed, the costs of paying the defense attorney’s fees will be paid from the federal budget. The law will enter into force on September 1, 2026 RIA Novosti.
